Assembler Considerations with the CMS Pipelines Runtime Library Distribution

The "hlasm" and "hlasmerr" stages included in the CMS Pipelines runtime library distribution require Release 2 of the High-Level Assembler at a service level current enough to include HLASM PTF PN69921.
